大英圖書館在2019年回覆林環牆的電郵中表示，館方是在2015年基於回應某位用戶索問蔡英文的博士論文，便新增了書目（備註：自大學遺失）。

根據倫敦大學1983/84學年度的修業規定，必須授權大英圖書館製作論文的微縮膠卷。

但是大英圖書館從未替蔡英文製作過微縮膠卷，也沒有收藏她的論文。

大英圖書館是在2015年6月24日將蔡英文的論文書目加載到電子論文在線服務系統EThOS。

在大英圖書館新增書目的同一天，LSE圖書館也收到申請，並且展開調查。

當時僅有美國的ProQuest資料庫可查詢到蔡英文的論文，發表及學位取得的時間皆為1984年，而書目的收錄時間是2009年，主題則是心理學。

根據倫敦大學1983/84學年度的修業規定，學位論文應存放在總圖和相關的院校圖書館。

倫大總圖只有一張卡片記錄館方始終沒有收到蔡英文的論文，因此未曾編目。

高等法律研究圖書館也缺乏蔡英文論文的館藏目錄。

倫敦大學改制之後，大約六百篇學位論文從倫大總圖移回LSE圖書館收藏編目，蔡英文的論文不在其列。

根據大英圖書館與LSE在2013年簽署的數位論文合作備忘錄，缺失的學位論文數位版或目錄資料應由校方提供。

LSE圖書館於2019年開始提供蔡英文1983年版論文的書目和電子檔之後，大英圖書館才依正規程序擷取其後設資料。
